13:18 It is more likely that Neimodians didn't want to fix any issues precisely because the plan was for the droids to perform relatively poorly compared to their full potential. it isn't as though there aren't competent droid leaders, the problem was that their programming/authority was often limited in the war so they just used the bad swarm tactics as usual, which seems to have been on purpose as a way to weaken the CIS' military capability.

Shields and jet backpacks? The user might be slow enough to bypass the shield. But the exhaust has to move fast to provide the thrust to counter gravity!. That sounds like really hillarious interactions! From the exhaust forming a cushion and thus ground effect and uncontrolled and random excess thrust to redirecting the blowtorch like exhaust into the pilot – I'd like to watch, but from a safe distance!
Motion Capture Droids were likely just living soldiers wearing a technical suit with a computer recorder in a backpack which was downloaded. Think Video Games and CGI actors.
