I'm not completely sure, but I wouldn't be surprised if Modi found out what he was doing earlier than we expected and was giving him false inoculations so to begin the process to become patient 13, it just feels out of place that despite the inoculations he was getting affected quite seriously.
Something to note: The lockdown sequence in Owen's "Workshop" answers one of Modi's main questions regarding Patient 13: "how sentient he is."
As in said sequence, Patient 13 rocks the ship, because he understands that you're digging around in his evidence room; and he's obviously mad about it.

Hey boa i have a question linking both stories. In tag der toten primis and ultimis are killed. Their bodies are then banished to the dark aether with everything else. Aetherium ressurects corpses. Is it possible they are roaming the dark aether as zombies?
