This is what happens when you empower knife culture. Gun culture was the norm in NA, but not in many other parts of the world. When you vilify guns, and make them difficult to get, the necessity shifts to knives, and once that becomes popular, and you shift to a knife culture, you can make one in jail, let alone get them in the country. You may not see them, but they sell rapiers at the dollar store.
Blame the anti gun activists, the shift has occurred, and you can't get the genie back in the bottle.
