  1. “… reactivate the ‘old’ satellite network…”

There’s very little room left up there for “old” unused stuff. If a single lug nut falls off a booster rocket and doesn’t burn up on re-entry, NASA has to track it. Forever. Old satellites are intentionally nudged into decaying orbits, so they burn up. Go and Google Kessler’s Syndrome if you don’t believe me. The more stuff up there, the more likely a small oopsy turns into us never being able to leave the planet again. So I can guarantee you there is no “old satellite network”. There might be a secret one, but not an obsolete one.

We’ve seen Gravity with Clooney a Bullock? A few micrometeorites break something, that makes more debris, and the larger cloud flies around and demolishes a bigger station… meaning more debris’s…

There’s even an entire Manga / Anime about free-lance space debris collectors scooping up debris for money. A better approach would be to bounce a signal off the moon (Apollo landing sites). Better yet, there was a time when some US cops with short-range radios did a typical “Hey Joe, I’m gonna head down to Sal’s for a slice. Want me to grab something for you?” Just people living lives. But for some reason, that signal hit the underside of some clouds and bounced around the globe. So a bunch of Brits, watching the Queen give some kind of address, saw the queen being dignified, but heard Officer Carmine tell Joe he’s going to lunch. The entire premise of the end of the Dollhouse series depending on global atmospheric broadcasts bouncing off the underside of atmospheric layers.

  2. What the fuck is a satellite station outside the city? Satellites are up. The ISS is moving at like 15kmph, and circles the globe many times per day. And moron with a parabolic dish and the codes can talk to it. Any attacking force would shoot don any orbital, infrastructure first thing. That bullshit from the first Independence Day movie about a decaying signal riding out satellites.,. There were enough ships, they could just bounce off each other. Or use neutrinos, which could pass through the planet and not notice. Or have something sitting 1AU above and below the earth.

It’s fucking James Bond all over again… needlessly complicated execution that we aren’t going to even watch, to be sure it worked. “Oh, it’ll be fine.” is not how you run a war.
