Well ,,I believe in certain cases they have intervened. At least they are known to guide religiously instead of,,,,,say influencing folks to vote for idiots,or to follow evil.
There is no doubt in my mind that there are races on Earth who are other than Human. My brothers and I were visited as children and I've seen things, experienced things in my life which defy convention. As far as the nuclear disaster, it's possible that another race intervened because this is also their planet and nuclear energy affects dimensions other than this one. Not so beneficent but their actions still helped us. We need to stop assigning Human reactions to other beings. They are different from us.
