So, you're using Chapters here, not Legions. Soul Drinkers etc are Chapters. They were split after the Horus Heresy from Legions, into individual chapters of no more than 1000 Astartes (there's a few exceptions, but generally it's ~1000). Robute Guilliman dictated that after the Heresy, no one person should be in control of 100000+ astartes, and split them down into numerous Chapters
