in the US it takes 2-3 years to train a crew to operate the nuclear reactor on a sub. Then they are just nubs, only qualified to qualify for a year. They are very behind the US's decades long nuclear submarine institutional knowledge. Same idea with carrier warfare, the US commissions the brightest to fly their sea based jets and trains them for years before giving them hours fly time on a carrier. Just very behind.
